MOE-Listed and Non-MOE Medical Universities: What the Labels Mean

The annual English-MBBS list concerns a particular programme route; it should not be confused with general university recognition or every Clinical Medicine programme.

The annual Ministry of Education list is a programme-specific reference for universities authorised to recruit international students to an English-taught undergraduate Clinical Medicine route for the stated academic year.

What the list helps confirm

It identifies the institution, annual status and authorised quota for the English-medium route. The academic year matters because older lists should not be presented as permanent approval.

What absence does not prove

A university outside the stored annual list may still be a legitimate Chinese university or offer Chinese-taught Clinical Medicine. It does not automatically mean the institution is fake or globally unrecognised.

Better public wording

Use “not on the latest stored English-MBBS list” rather than “non-MOE approved”. Then explain the teaching language, degree title, intake status and source checked.
